These forums often contain statements that are cruel and hurtful and sometimes directed at a specific individual. This form of bullying is being portrayed as something “different” than schoolyard bullying because the audience is so much greater and the impact more severe.

Trying to place the blame on the networking sites and shut them down will only redirect the abuse to other venues failing to solve the problem while removing a valuable social resource.

Since they are not involved in criminal activities and are only concerned with protecting themselves and their privacy they would most likely not face any penalties for anything even if stumbled upon by authorities. The criminals however will be much worse off as demonstrated by the arrests made for US citizens foolish enough to run spam operations inside the United States. There are unfortunately jurisdictional issues with a majority of the persons running these criminal endeavors as a good deal of it comes from the Eurasian and Asian continents as well as some small number from South America.
